TOKYO -- The Chinese government is set to allow group tours to Japan as early as this week, Nikkei has learned, a move that would boost retail and other travel-related businesses but also exacerbate the country's labor shortage.
The Chinese Embassy in Japan informed the country's Foreign Ministry in writing on Wednesday that it would permit group travel starting Thursday, sources said.
